Scoop DeVille Plans Jan. 22 Opening in Haddon Twp.

The first New Jersey location for Spencer Philips’ gourmet ice cream franchise replaces the former Rita’s Water Ice building at 101 Haddon Avenue. He plans to hire some 10 employees to staff it.
